Newly appointed Chief of Police, Tonya Blake, is called by The FBI to assist in the investigation of an assassin known as The Negotiator. She enlists her sister-in-law, Audrey Blake, to use her expertise in researching data systems to join the investigation. As owner of Office Blueprints, a high-tech company that restructures computer data systems, she is the perfect person to help Tonya and the FBI identify The Negotiator before another victim falls prey, but as they get closer, they are both caught in the cross hairs.
