Embezzlement of public funds is estimated at nearly $2.6 trillion, or more than 5% of global GDP.The scale of the phenomenon is such that the United Nations Office on Drugs and Crime (UNODC) has made it one of its priorities in the fight against organized crime. In general, corruption refers to any form of use of power for personal personal gain. Thus, anyone who has some decision-making power and uses it to subvert a process in exchange for monetary or other benefit is practicing corruption. The definition of what constitutes a form of corruption thus varies in different parts of the world and over time
