Suraiya Faroqhi@Mordechaile Suraiya Faroqhi's Artisans of Empire is a good start on the Ottoman Empire. Gabriel Baer wrote a few articles -- I believe all dated 1970 -- worth perusing (his vantage point is usually Ottoman Egypt). Also Willem Floor's book on 19th-century Iran.
