It 's core idea is that mutual strategic vulnerability calls for mutual strategic restraint.

David C. Gompert is Distinguished Research Fellow in the Center for Strategic Research, Institute for National Strategic Studies, at the National Defense University (NDU), a Professor for National Security Studies at the U.S. Naval Acadamy, and an Adjunct Fellow of the RAND Corporation. Philip C. Saunders is Distinguished Research Fellow and Director of Studies in the Center for Strategic Research, Institute for National Strategic Studies at the National Defense University (NDU)> He also serves as Director of the Center for the Study of Chinese Military Affairs.
